It is more than just the image file. The image file has to be somehow linked to a specific location in the program, and each string should likewise the linked to those locations. If the client simply creates PNGs without any way of knowing which PNG fits which dialog and which string fits which dialog, and if these two methods of "fitting" can't "speak to each other", then having a bunch of PNGs is pretty useless, don't you think? For example, I might have a string "Tap with stylus to continue", and the client may have provided a screenshot of some dialog that has that text, but how do I know that the string I'm translating right now is the same string as the one in the screenshot? What you really need, is a database in which one of the fields reference the particular screenshot.
