Hi John,

You see the suggest button if you have suggest rights (this could also
be the default for users who are not logged in for bug reports, etc)

When you submit a suggestion it is stored in x.po.pending.

Anyone with review rights is able to go through the suggestions, see a
diff between current and suggestion and then accept or reject the
suggestion.

Until the item is accepted it won't be in x.po.
