As we're working with PO files Pootle has to take the safe bet that
while you had your stuff offline there might have been changes.

Your changes are on Pootle not not obviously available.  To prevent
conflicts if a translation exists then your changes are turned into
suggestions.

If you have review rights you can review your the new 'suggestions' and
approve them.  You should see a 'Review Suggestions' button when you
have review rights.
