Yes, many of the recent commits to Mozootle have been related to  
tracking changes.  Suggestions and Submissions are now tracked, which  
allows Mozootle to display a lot of the information discussed in this  
thread.  Currently, the index, project, language and project/language  
pages display the top Suggesters, Reviewers and Submitters for that  
item.  Additionally, the "Last Changed" column is no longer hard- 
coded, so that column on the main Mozootle page now correctly displays  
the most recent change (and could easily display the most recent  
submitter, if desired).

The tracking of suggestions / submissions should provide some solution  
for this.  One could look up the evil translation in the Submissions  
table and find the user that submitted it, since Submissions tracks  
the actual submitter and not the committer.  There's no interface for  
this right now, but one could easily be introduced later.
