Yesterday I uploaded partial PO files using the "merge" option, thinking 
that my translations will be merged into the existing files.

What I did not bargain on was the way Pootle handles conflicts with 
existing fuzzy strings.  I had known that my translations would become 
"suggestions" if there are conflicts, but I didn't realise that a fuzzy 
string in the online PO file would be seen as "better" than a non-fuzzy 
translation in the uploaded file.

What is your opinion on this?

Sure a translation is better than a fuzzy?  Now my project on Pootle is 
full of "suggestions".  Even if I upload the entire file in "overwrite" 
mode, the suggestions are not affected and they remain there as 
suggestions, visible to all.
