Thank you for the work on this, Flávio.

I will try to test the patch shortly, but meanwhile just a few loose
comments:

Nicolas made some progress on a migration script for people that want to
do a migration entirely in one step. See bug 632:
http://bugs.locamotion.org/show_bug.cgi?id=632
The code is in pootle/tools/import_old_prefs

Perhaps some code can be shared, or perhaps it gives some ideas for
migration of other settings.

I'm not sure in which cases somebody would want to migrate gradually
rather than all at once, but that is probably not that important. What
will be important, is to document everything nicely on the wiki so that
people know their choices.

About the patch:
Would it perhaps make sense to move USERPREFSFILE to the section where
the rest of these things are handled? Then 

What is the function get_user() for? I see it doesn't do anything with
the prefs file, just like the LDAP one. I don't know if this is wrong -
just wondering.
