Pootle doesn't need to be configured with accounts and emails if you don't want to. The configuration you are seeing is the default installation with some caution applied to the default values. Check the thorough comments in pootle.prefs that explain the configuration for access rights. You can easily add users as the server admin without them having email accounts. If you want users to register themselves, having an email server is the easiest, but you can also just activate the users yourself on the admin pages. By the way, the URL you give at the top doesn't seem to be the correct one for registering. You might have misconfigured your baseurl setting, your there might have been a bad link somewhere. I guess you should find the registering page at something like http://localhost:8080/register.html I hope that helps.
