This change relates to changing the settings for the checks for
different types of projects: GNOME, KDE, OpenOffice.org, etc.  It
changes things like variables styles and switches some tests on and off.

Yes you can.  These are defined in the Translate Toolkit.  Have a look
at translate/filters/checks.py and search for OpenOfficeChecker,
GnomeChecker, etc.  These are the custom checkers that you see on
Pootle.  You will need to add your one to the projectcheckers
dictionary.

You can also customise the lists based on language, see
translate/lang/ja.py here ignoretests is a list of tests to ignore for
Japanese.
