the test for iso codes involves translating a language name to a
specific language (french if I remember correctly). maybe something in
your ubuntu setup is supressing locale files for languages other than
your defaults?

python-xapian and xapian-tools should be sufficient if their version is
at least 1.0.13

Pootle relies on the command xapian-check to test version. is it in the
path under the virtualenv?

check the version yourself

xapian-check --version
