my understanding is google app engine doesn't allow access to mass
storage or to sql databases so Pootle wouldn't work there no.

assuming the document is already converted to a format that pootle
supports all the script needs to do is place it in the correct place
in the file system then use manage.py commands to add the file to the
database, more info on controlling Pootle from command line here
