It is hard to say with certainty without the versions of Pootle and the Translate Toolkit. My guess is that you are not running the latest version of Pootle. Pootle 2.1.6 is compatible with the Django versions you mention, but not the earlier versions of Pootle, if I remember correctly. You might also need to upgrade your version of the Translate Toolkit.
