I don't think there is an easy way to do it from the web front end, so yes, I think this is a bug. Please report it in bugzilla so that it doesn't get forgotten. Some people have asked for empty directories to not be shown, but this makes it impossible to upload into an empty directory. Maybe we need to show such empty directories in the file management tab for a translation project.
