There is no release 1.11 out yet (we are still at RC1) and we don't have a Windows installer since release 1.9.0 (http://sourceforge.net/projects/translate/files/Translate%20Toolkit/1.9.0/). This is because after release 1.9.0 we changed the release process to improve it and we didn't have time yet to include the required steps to automatically build an installer for Windows. We have plans to include a Windows installer on upcoming releases, but other more important issues are holding us back. Of course we will accept any contribution you or other people can provide to solve this issue as soon as possible.
