I'd urge any Francophones to get involved with the "modernization" effort in Paris and contribute to the Modernization Agency's standards blog at: http://www.adele.gouv.fr/wiki/index.php/Accueil The ODF parts are found in a couple of paragraphs (Chapter 4.1.4) here: <https://www.ateliers.adele.gouv.fr/ministeres/domaines_d_expertise/architecture_fonctio/public/rgi/referentiel_general1617/downloadFile/file/Referentiel_General_Interoperabilite_Volet_Technique_V0.90.pdf?nocache=1144939697.22> In short, the proposal would make it mandatory to accept ODF docs, recommend interim adoption of ODF and forbid migration to any other format if one takes place in the future.
