You need to translate the new core messages, which include the new banner. These are on http://meta.wikimedia.org/wiki/Fundraising_2010/Core_messages. You can copy the new messages from the English language version.
All the translation request pages for the fundraiser are listed on the translation sub-page at http://meta.wikimedia.org/wiki/Fundraising_2010/Translation. Eleri James Hi, Telugu version status<http://meta.wikimedia.org/wiki/Fundraising_2010/Appeal>shows that it is published. but when http://te.wikipedia.org is accessed, English message banner appears.
