I think you might use some combination of tvar and magicwords or
templates for this kind of recurrent messages:
The [[$version|new version]] of MediaWiki will be on test wikis and
MediaWiki.org from 6 December. It will be on non-Wikipedia wikis and
some Wikipedias from 7 December. It will be on all wikis from 8
December ([[$calendar|calendar]]).
Clearly you just have date which will change, and those date and their
locale representation could be embedded in a tvar, if I'm not too
optimistic.
Thus the message would allways appear the same for translators, make a
100% match with previous translations, and so make translation a little
bit faster and easier. :)
