It is June 2018 now, and the problem is still unsolved. It's really annoying. The problem is, for example, the DVORAK keyboard you use, but when you install kde-l10n-enus (if exist), the keyboard layout must be QWERTY.
To fix the bug, just remove kubuntu:AdditionalDepends=ibus-pinyin in substvars.
