Kim, Sounds like you need a TCB to review your application and issue a grant of certification in a shorter time than FCC can do the job. A list of TCBs and contact information can be found at FCC's website: https://gullfoss2.fcc.gov/oet/tcb_index.html. Hit "TCB Search" link, and search under "Approval Scope" A4 In my consulting work I submit applications through Compliance Certification Services (CCS) in Morgan Hill, CA. They are accredited for licensed and unlicensed transmitters, will accept data from properly accredited laboratories, and have experience with Bluetooth.
