Hi Dan: A few of the parameters that you have listed sound like PBX specifications for things like through gains and terminal balance.
I think specifications for these parameters may be hard to find in any current document, since they are not subject to regulatory control. Under the RTTE directive, the only specifications that the PTTs are required to make available are the interface specs for the PSTN. The closest documents that I have for PBX specifications are I-ETS 300 004 (PBX 2-wire analog interfaces) and I-ETS 300 005 (PBX 4-wire analog interfaces). These were draft documents that ETSI published in 1991, and they contain specifications for the parameters that you mention and many other parameters as well. They may still be available in the ETSI web site. I believe the development of these specifications was eventually abandoned as the regulatory approach in Europe became more and more focused on the PSTN interface. While parameters such as through gains and terminal balance may be of interest for making your product function well, I do not think there are likely to be any up-to-date specifications available from the PTTs.
