A substantial amount of potentially useful information on lightning
generation, surges, and protection in telephone systems is included
in a technical bulletin I recently discovered on the World Wide Web.
Bulletin 1751F-801, "Electrical Protection Fundamentals" is available
from the Web site of the Rural Utilities Service (RUS), U.S. Dept of
Agriculture. Bulletin 1751F-801 is available via links at:

The RUS Telecommunications program is summarized at:

The Rural Utilities Service is a USDA program to aid in the develop-
ment of rural telecommunication, electrical, water and waste infra-
structure in the rural U.S.A. In the telephony arena, they "make
long-term direct loans to qualified organizations [to] finance the
improvement, expansion, construction, acquisition, and operation of
telephone lines, facilities, or systems to furnish and improve tele-
phone service in rural areas."
RUS regulations and bulletins document the technical and financial
requirements for obtaining those loans. The 1751-series bulletins
focus on telephone system engineering, and appear to contain a
great deal of information on outside plant design.
