I have an english translation of the Polish Annex no 9 to the Decree
of the Minister of Telecommunications of July 16th, 1993. According
to this document, the answers to your questions are as follows.
1. Loop current: 20 - 60 ma (Para 4.2.2)
2. Ring level 40 - 90 Vrms, 25 Hz +/- 10 Hz or 50 Hz +/- 10 Hz
(Para 4.3.2.1 Reception of ringing signal from the PSTN)
3. Dial Tone Level - No info...sorry.
4. Dial Line
Rcv Level: -8 ... 0 dB (see notes 1 & 2 below)
Tx Level: -8 ... 0 dB (see notes 1 & 2 below)
5. Leased Line: No info. Sorry.
Note 1) This information comes from a 6-page document from the

Note 2) Frankly, I don't understand the meaning of "-4 ... +4 dB"
although it implies that anything in the range is acceptable.
