Assuming that these peripherals are low power, short range devices, the most common ETSI specs are, by frequency; prI-ETS 300 330 (9kHz-30MHz), I-ETS 300 220 (25Mhz-1GHz) and prI-ETS 300 440 (1GHz-25GHz). ETS 300 220 is commonly implemented for type approval.
Keep in mind EMC requirements through a Notified Body. Either prETS 300 683 or 300 339 would most likely be used as the EMC spec, depending on the lab and NB used. Luxembourg NB (SEE) has a rapid turnaround for EMC certification. Hard to estimate costs for testing without knowledge of product. Turnaround time for approvals is never as quick as desired or expected. The device is an intentional radiator and needs approval in France, Germany, UK, and the Netherlands. If someone can help out with a contact person and some idea of time and cost, it would be greatly appreciated. Thanks in advance, Scott/ Debbie
