Assuming that these peripherals are low power, short range devices, the 
most common ETSI specs are, by frequency; prI-ETS 300 330 (9kHz-30MHz), 
I-ETS 300 220 (25Mhz-1GHz) and prI-ETS 300 440 (1GHz-25GHz).  ETS 300 220 
is commonly implemented for type approval.

Keep in mind EMC requirements through a Notified Body.  Either prETS 300 
683 or 300 339 would most likely be used as the EMC spec, depending on the 
lab and NB used.  Luxembourg NB (SEE) has a rapid turnaround for EMC 
certification.

Hard to estimate costs for testing without knowledge of product.  
Turnaround time for approvals is never as quick as desired or expected.
