Hi

I believe that ETS 300 689 (ONP High Order Leased Lines) formed the basis 
used to create TBR24 (the fore runner of CTR24) for 34 Mbit/s CPE approval. 
Its (TBR24) public enquiry ended on the 1/12/95 & its vote is scheduled for 
the 5/8/96. The vote result to be declared on the 11/10/96.

In the UK at present a national standard is being used known as NTR6 
(PD7026) available from BSI. It is my understanding that where a "European 
wide" standard is then agreed that covers by scope, these national standards 
e.g BAKOM, then the CTR will become the regional standard that needs to be 
met in order to demonstrate compliance as part of a family of directives 
(emc, lvd etc ) in order to CE mark.

The ETSI committee leading in this area is BTC2 (chaired by John Horrocks)

During a recent discussion with a representative of BAKOM, Switzerland's
telecom approval authority, he stated that equipment connected to public
networks in Switzerland via the E3 (34 Mbps, G.703) interface requires
approval and compliance with one of their (BAKOM's) technical requirements
publications (337/6.2).  It was unclear if this document was a test
procedure, but testing seems to be required.  He also suggested that other
European country's approval authorities may require approval for equipment
with E3 interfaces.  Since there is no CTR (or even TBR, correct me if I'm
wrong) for this interface, requirements for approval are outside the scope
of the Telecom Directive with regard to the one-stop-approval process.

(1) Are there test labs in the US that can test to the Swiss (and hopefully
    other European country's) requirements?  Will they be able to produce
    or acquire a TEC (or equivalent) from a recognized lab/competent body
    that BAKOM would accept?
(2) What other countries in Europe and elsewhere require approval of E3
    equipment?  What are the standards?  Are they all equivalent?  Is one
    stop testing possible?
