I sent a response regarding Australia back on 5 Jul however did 
not include a percentage.  Probably (only an estimate and not
substantiated by carriers) about 10 - 15% still only accept pulse
however I would have thought of more concern is the type of area
ie as I explained below all major cities have tone capability plus
most regional centers of reasonable size.  Therefore only some of
the smaller rural towns throughout Australia are restricted to
pulse.

In Australia some of the medium to smaller rural townships still do not have
access to digital exchanges.  All other areas have access to both PULSE and TONE
dialing facilities.
