Helmut Hintz, the chair of IEC TC74 WG7, and Robert Ferguson, the main editor of IEC 950, did put together an ETSI document that tries to indicate the level of protection required at each possible interface. Perhaps Helmut can help with providing information on the status of that document.

I know that most countries in Europe consider = ISDN lines to be a TNV circuit, however, I have heard that Primary Rate = ISDN may be considered a SELV circuit by many.
