RE: Interconnect Summit Programme
1. Sorry if this is a little off beam for most of you, although I have discussed
Interconnect Regulation (The subject of the 18th October - although I am sure it
will creep in elsewhere in the programme!) with a number of you in the past.
Please ignore if not relevant.
2. I am planning some UK and EuropeanTelecoms Standards, Regulations & Approvals
events for next year - if anyone would be interested in contributing to the
research phase of the project I would be very happy to include your input into
the content and context planning.
Regards
Hugh Roberts

INTERCONNECTION...
THE SINGLE MOST IMPORTANT DETERMINANT
OF YOUR COSTS, REVENUES, MARGINS & CASHFLOW
Against a background of increasing globalisation and the further development of
competition, liberalisation and privatisation in the telecommunications
industry, IIR presents the first global congress to focus on Billing Systems &
Strategies For Interconnect. In all telecoms markets - in particular in Europe
as 1998 approaches - it is increasingly important to ensure that the operator's
business is lean, efficient, flexible and capable of exploiting the wealth of
business information generated by inter-network traffic - both to optimise
inter-carrier relationships and to ensure that the management information
necessary to respond to changing market conditions and customer requirements is
both accurate and timely.
The strategic importance of interconnection - establishing, implementing and
monitoring the agreements which determine how calls passing between operators'
networks are rated and priced - can not be overestimated. The inter-network
accounting process must deal with 2 out of the 3 biggest numbers in
telecommunications: the single largest operating cost and the second largest
source of revenue to the business after retail traffic. How do you make sense of
a marketplace where your biggest customers are often your most capable
competitors, and your business strategy must be able to respond to frequently
changing market needs within a constantly shifting legal and regulatory
framework?
This event has been created specifically to address these critical issues, and
to provide you with the opportunity to delve into the real impact on your own
business - of the latest developments in interconnect systems, technology and
policy in both national and international markets.
LEARN FROM THE EXPERTS!
At this congress - in one friendly, informative and independent forum - we bring
together the key industry practitioners and business decision makers responsible
for the initiation and implementation of telecommunications interconnection
policy and negotiation from around the world.
________________________________________
________________________________________
The first day's technical workshop - IMPLEMENTING AN EFFECTIVE INTER-NETWORK
ACCOUNTING SYSTEM - will provide the opportunity for delegates to question the
experts in a fully participative environment on the practicalities and processes
of implementing, managing and exploiting an inter-network accounting system.
The second & third days' conference - BILLING SYSTEMS & STRATEGIES FOR
INTERCONNECT - will delve into both the internal and external considerations
involved in establishing effective and profitable interconnect relationships.
Starting off from an examination of the role of Interconnect Adminstration, of
particular interest are the case study examination of INCA, BT's Inter-Network
Call Accounting System, and the appraisal of the impact of IN-led developments
on broadband interconnection charging and number portability implementation.
Finally, the fourth day's regulatory seminar - DEVISING AN INTERCONNECTION
STRATEGY TO COMPETE EFFECTIVELY IN A CHANGING REGULATORY ENVIRONMENT - will
examine the development of the legal and regulatory interconnection initiatives
on a global basis which provide a framework within which all telecoms businesses
must operate. The seminar ends with a panel discussion on the establishment of
effective mechanisms for Interconnect dispute resolution in a competitive
market.

IMPLEMENTING AN EFFECTIVE INTER-NETWORK ACCOUNTING SYSTEM
TECHNICAL WORKSHOP - TUESDAY 15th OCTOBER
This highly participative workshop has been created to give all of those who
need to get to grips with the nitty-gritty of inter-network accounting systems
and processes. In today's telecommunications environment increasing competitive
pressures, coupled with new regulatory requirements such as an insistence on
accounting separation and full auditability, have necessitated a rigorous
approach to this mission critical activity. Moreover, customer requirements for
seamless service and the need to implement leading edge technical solutions to
implement number portability and other IN-led service developments are forcing
telecoms companies to re-evaluate the inter-network accounting process and
establish its central role at the strategic heart of the business.
By attending this workshop you will have the chance to gain a strategic overview
of the business knowledge you surely need now and will certainly need tomorrow!
The workshop will last from 9.30 am until 4.30 pm with appropriate breaks for
refreshments. Delegates will be able to register from 9.00 am. The programme
will start with an interactive discussion designed to establish the existing
knowledge, work roles and needs of the delegates, and will end with a practical
problem solving session. The deliberately flexible format of the workshop is
designed to ensure the maximum benefit to participating delegates.
9.00 Registration & Coffee
9.30 Introduction & Interactive Discussion
9.50 Workshop Sessions
Timing will vary according to delegate needs. The opportunity for discussion

corporation employing 49,000 people in 30 countries. Corporate operations are
divided into three core businesses: Semiconductors, Electronics and Software. A
major part of Texas Instruments Software is focused on the telecommunications
sector, where they have worked with the world's major incumbent and new entrant
operators on change management and information systems provision.
Hewlett-Packard have awarded Texas Instruments the status of 'Platinum Partner'
in recognition of their world leadership in the inter-operating rating and
settlement area with the InterconnecT product.
PLEASE NOTE: Delegate Numbers for this event will be limited to a maximum number
