     Especially during installations, up to 67 V dc and up to 60 mA can 
     show up on a T1 or ISDN line.  This is fed simplex as to not saturate 
     the transformers. This is sometimes referred to as sealing current, 
     used in "welding " the splices together.
     
     My information source is 47 CFR FCC Part 68 rules section 
     68.318(b)(1)(c).
