Sorry to hear of your trouble with your V.35.  

I tested that chip (among others) fresh out of distribution in March 1995.  No
problems to NET 2 were found.  I cannot confirm the acutal date of manufacture.

Is anyone else have problems with TI's V.35 Dual Line Driver P/N SN75112? 
What we have seen are that parts made since 1994 fail the output 
differential voltage requirement in NET2/CTR2 because of thermal 
sensitivity.  The high limit is 660mv and we are getting 720+ once the 
devices warm up on their own accord.  Pre-1994 devices do not exhibit the 
same problem.  Any information would be appreciate.  TI is noncommittal at 
this point.
