Duane, Since Germany was one of the countries which voted against acceptance of prTBR 21, I doubt that they accept testing against it.
We updated our approval recently against the BAPT 223 ZV 5 specification which, I believe, is the current regulation. I'm not sure if this is the basis of the German requirements in the latest NET 4 version you cited or not.
