     Big Time!
     
     You can bias this law toward lower cost by designing for compliance 
     from the start (we call it the law of "first, last, and always," some 
     ad agency calls it "just do it.") but in the end you're paying money 
     to reduce your EMC pollution/sensitivity.

Doug,
I think you are right on the money, both literally and figuratively. Maybe 
not in 
all cases, but certainly in a lot of instances, cost v passing margin 
follows the law of diminishing returns.
