If we are talking about test voltages for electric strength tests, I don't 
about part 68, but, in CSA C22.2 No.950 or UL1950 equivalent, it states that 
the test voltage is determined by  what the working voltage is & the type of 
insulation used. (5.3.2) Test voltages can be from 1000 V to 10,607 V pending.

As far as I know, FCC Part 68 (and the Canadian equivalent, CS-03) have
always required 1000 VRMS as the test voltage for the telco interface...
