Hi Roger,

The max power that a single line loop start device is tested against in FCC part
68 is 42.5 Vdc at 24 mA, 52.5Vdc at 44 mA and 52.5Vdc at 131mA.  The current
drawn by your equipment must not decrease by more than 25 percent from its max
value attained during this 5 second interval; unless your equipment is returned
to the on-hook state during the 5 second interval . These tests are done for the
Billing Protection requirements.

The different current values  used are  to simulate line conditions at 1740
ohms, 1200 ohms, and 400 ohms.  

These tests are not done if your equipment drawns current which  is equal or
greater than a 200 ohms resistor connected across the Tip and Ring of  the 2
wire loop simulator circuit.
