EN 41003 deals specifically with the safety of telecom equipment, and
is similar to UL 1459. Both these standards came into existance because
hazardous voltage is consider anything over 42.4 volts, and generally, 
the ring voltage on the PSTN is 48 volts. Telecom and basic telephony was 
different enough from other equipment to warrant a separate standard,
rather than lump it in with general hazardous voltage safety. Currently
though, EN 41003 is included in EN 60950 as Clause 6 just as I believe 
UL 1459 is included in UL 1950.
