Some responses to the following have indicated this already but I want to 
emphasize the point.   Some people may not be clear on this.   The 61000-4 
series are basic test standards.

For the EMC Directive there are three types of standards,

Basic Standards that specify Test methods.

Generic Standards,  Specify standards and levels based on environment of 
intended use.

Product Specific Standards.  Specify test standards and levels for specific 
product types.

To declare conformity to the EMC Directive you must use the product specific 
standard, or if none is published use the Generic Standard for the intended 
environment.  The basic standards indicated may be published in the Journal 
and harmonized, but , until they are specified in the product specific or 
generic standards, they are not generally used for declaring compliance 
unless you are using the TCF route.

A side note.  The standards specified in the product specific or Generic 
standards do not have to be harmonized or published in the Journal in order 
to be applied to a product.  Case in point the ENV standards in the heavy 
industrial Generic Immunity standard, and the IEC 801 series specified in 
the light industrial Generic immunity standard.

Be careful of referenced ENVs which will act as ENs until the EN is
