I agree with what appears to be a growing consensus in the replies
to your question:
YES, students should be made aware that it is necesary to consider
electrical safety, EMC and national homologation requirements for
network protection with regards to the equipment they design or
otherwise deal with, as well as the fact that 'voluntary' and
'performance' standards also exist;
YES, they should be made aware that there are various methods, some
examples of which should be given, of demonstrating/declaring that
these considerations have been taken into account;
YES, they should be told that various governments mandate that various
steps be taken, including certification, attestation by company
officers, etc. that the appopriate methods have been used;
YES, they should be taught how the governments use their mandate, eg
through control of imports, sale, etc.;
NO, I don't think that undue time should begiven to any specific
standard or requirement, except to serve as an example. Perhaps
Part 68, IEC 950, K.21 and the LVD could be used to provide flavour,
to note the type of language used, etc.
