A few points have been raised here
First, EN61000-4-3 is a basic specification it will never be published in the OJ
because it gives a manufacturer choices without full guidance- it should only be
used as a reference !
Second, the foreward of an env specification states "Note : when a corresponding
DIS prepared by IEC has successfully passed the ICE/CENELEC parallel vote (a
method by which a specification simultaneously becomes an EN6100.... and a
IEC100.... ) and has been ratified as EN, the present ENV will be immediately
withdrawn"
.......hence not to be used (or referenced) in a product specific, generic
....
CENELEC thinks that is that !!
But what happens when the ENV is referenced in a specification which is legal
and binding, surely you must continue to use the ENV unless that specification
tells you otherwise !
What is implied is that the ENV is really a draft of the EN (which it is but it
has a different name ?) therefore you should be treated as an early EN hence
when the EN is issued you should use the EN because it is the most up to date
version of the specification. This may only be relevant where no dates are
given to the reference specification and the transitional arrangements within
the basic specification have past !
I have not got a copy of the EN50082-2 in front of me so I can not quote it
directly but if it references the ENV with a year then we are stuck with the ENV
with that year (which goes for ENV50204:1995 in EN50082-1:1996 (draft))
If only the generics would have made reference to this specification and quoted
.......ENVxxxxxx (a draft of version ENxxxxxx) use the EN when it has been
issued.......
but it doesn't !
The industrial generic is being updated but it will take years before we have to
use it hence we are probably stuck with the ENVs. In addition we will be stuck
with ENV50204 for much much longer
