Rene or to anyone that can answer the following question,

If it is only legal to use a modem within the country approved, how is it 
those in laptops or portable devices are used in almost any country.  Is 
this a gray area where officials just look the other way?

Maybe I should pose the question in a different way.  When rsTBR 21 is 
finally approved will this allow the use of a modem within any EU  
country even though it was approved in only one of the EU countries?  

Maybe what I'm hoping for here is some rational thought and it's actually 
a political issue. 

I have designed a universal DAA for a portable device that is for personal 
use.  We will have the device approved in 16 countries.  The modem 
firmware will take care of tone detection and cadences for each country.  

What is usually done at the modem to telco interface to detemine the
country it's being used in?  Most countries will not allow the user access
to the country selection process.  In other words it must be determined by 
the modem firmware without user intervention.

During my stint at Rockwell I designed a number of DAA's that knew what
country they were in via the country cable connected.  Is this still the
only accepted method for a portable device carried from country to 
country?  I know in the past this method was accepted by the EU countries. 
But it seems a bit ridiculous to have a personal device that weighs under
1/4 kilo and requires the user to lug around 5 kilos of cables to satisfy
the requirements of each EU country.  I was hoping these requirements had 
progressed to something more reasonable.

Any insights or suggestions would be appreciated.
