I would like to add some comment here regarding the official date of adoption of European harmonised safety standards. We discussed this in some detail in the ICMA approvals group in the UK.
The conclusion we reached was as follows: 1. Since the LVD standards are not listed in the OJ in the same way as EMC standards, we must look to national law for guidance regarding the date of adoption. 2. The UK law provides a good model. The LVD is transposed into UK law in the "Electrical Safety Regulations" These state that the relevant standards to be used for product assessment are those harmonised standrads that have been republished by the National Standards Body. Thus, in the UK, Amendment 4 only comes into force when BSEN60950 is updated and republished to include Amd 4. 3. If a product is CE marked for compliance with the LVD, the supplier must ensure that it meets the relevant national laws regarding safety compliance in the first EU country that the product is introduced into and placed on the market. Most US suppliers introduce their products into the UK ahead of any other EU country. Does any body have any comment on this issue? Is this interpretation correct?
