Dick,

The temporary approvals you mention (Beta Permits) were due to expire
end of March. Austel have rolled them over till July. They are still
issuing Beta's based on the requirements often mentioned in this forum,
namely European compliance certificate originals for layers 1,2 &3, plus
TS001 for safety & AS3548 for EMI. 

I am still trying to ascertain if Telstra will consider the S-bus as
SELV for the OnRamp service, or will still consider it as part of the
network and hence at TNV potential per current Microlink requirements. 
There are no test houses accredited to the new standard, as it was only
published a week or so ago. Mandatory compliance to TS031 may not be
required, as the Standards working groups have been told to put an axe
thru any interworking requirements, ISDN, PSTN, leased or whatever, that
don't strictly involve network integrity or safety. 

Revision of all interworking standards is currently underway, with the
only certain requirements to remain post July 1997 being safety & EMI.

Austel host a conference for 3 days next week in Melb, which is shaping
up to be a stormy & tempestuous affair. Many of the questions regarding
post July compliance requirements will be raised. I expect few will be
answered, as it seems to be "seat of the pants" flying, Aeroflot style!
