My suggestion would be to use IEC950  and forget about the ENs. I thought 
that EN41003 was going to die years ago.

Does anybody know an example in which EN 60950 does not apply and EN =
41003 yes? Does anybody understand why EN 41003 exists?

BS EN 41003: 1997, the UK edition of the CENELEC document EN 41003: =

is now available from BSI.  This now supersedes the previous revision of
this standard (BS EN 41003: 1993) following the publication of amendment
A3: 1995 of EN 60950.

Readers may be particularly interested in the first two sentences of the
scope, which state "This standard applies to equipment designed and
intended to be connected to a TELECOMMUNICATIONS NETWORK termination.  =
