Dear Colleagues,

I know that there has been a fair amount of correspondence on this 
subject in the past, but things seem to have gone quiet recently.  
Does anyone know the latest situation with regards to TBR 21?  My 
understanding is as follows:

Following the recent meeting at ETSI there are really only two 
options open for progressing the TBR:

1) Try to convince enough of the 'no voting' countries to vote yes - 
which if they didn't do so the first time (and the technical content of 
the TBR is the same) I would think is unlikely to happen.

2) Take the 'no voting' countries to the European court for 
attempting to prevent the free movement of goods - which would 
probably take longer than the TBR to materialise.

The CTR/TBR status report on the ETSI web pages states that voting on 
the TBR began on 14 March and runs until 9 May, with the result known 
on 23 May.  This presumably means that the earliest we could see a 
CTR is around October.

Does anyone know if this is correct or have any other information on 
this subject?  I'm sure that like me, there are MANY people who would like to 
see this issue finally resolved.
