I could think of a couple of measurements that are mandatory under
B11-23A that you could easily fail when designing a modem for
TBR21. Have they omitted a lot of clauses from B11-23A?

When I said France was accepting TBR 21 what I meant to say was:  


"A modem designed to pass TBR 21 will pass  French approvals using
<fontfamily><param>Courier</param>B11-23A, also known as AFNOR Z81-123,
if the return loss is at least 14 dB</fontfamily>."  


As far as I know France is not performing or accepting TBR 21 testing.
