I believe you need to conform with specification DPT-TE-001, 006 & 
018. These are:

"General Standards for telecommunication line terminal equipment for 
connection to the public swiched telecommunication network (PSTN)",

"Functional requirements for facsimile transcievers"

and "Functional requirements for data modems"

Good luck. Watch out for the modem quality tests in the last two 
specifications. It's good practise to make sure your modem connects 
at the full rate with a very attenuated input signal, but S.A is the 
only country I have seen (in my limited experience) that insists on 
this.
