The applicable regulation in Canada is a document known as CS-03 (Certiification Standard 03). It can be purchased for a fee or downloaded for free. You'd better have an ISDN connection if you want to download. This is a massive document.
CS-03 is harmonized with what Part 68 is expected to look like after the FCC approves such harmonization. The Commission is taking its own sweet time to do so. Apart from a few little quirks, the requirements are almost the same. Ciao, Vic Boersma
