Rene, In Europe the ETSI Caller-ID standards support data transmission either preceding the normal ring pattern or during the first long silent period during normal ring pattern. In addition data transmission not associated with ringing is supported.
As for implementation: UK: Dual standard. Data preceding normal ring pattern. Protocol common to both. Two alerting methods - Line reversal, dual tone (BT) and Ringing Pulse alerting signal (most Cable operators, if implemented) France: Data preceding normal ring pattern, Ringing Pulse alerting signal. (service scheduled to start during 1997) Germany: Are planning to implement data transmission during first long silent period during normal ring pattern. Other European countries like Denmark, Sweden and the Netherlands implement a limited form of Caller-ID using DTMF transmission. (also specified in the ETSI standards).
