You're really are out of it in Lotus Land.    The Canadian Department of
Communications was
scrapped many years ago and its (technical) duties were folded into a ministry
that goes
under the name Industry Canada.  The address you gave is correct.

The Canadian Electrical Code does exempt public utilities. All Provinces and
Territories have
adopted the Canadian Electrical Code.  Slight problem is that they have not
necessarily adopted the latest version of that document.  Ontario does not
enforce section 60 (I believe
it is) that deals with telecommunications installations.

Enjoy the sound of the clapping of one hand.  You've got to come East more
often.
