Many apologies for any offence caused - I was really trying to get 
across the point that when the CNET told me that the standards were 
"secret" I thought they meant internal - later I found out that was 
exactly what they meant!

As you know, to obtain CSE X-X standards you need to be able to 
demonstrate a need for the documents ie a tender request and send them a 
letter of confidentiality.
