Mark has forwarded your questions to me.
We meet and talk to JATE at least once a week and when this rumor came up on
TREG, I was very surpized because I haven't haven't heard anything from JATE
about it. I asked them directly about what was told on TREG. They told me
that actually, nothing, EXCEPT what was written in the May issue of the JATE
paper is to change. I won't hide that they were not happy at all about this
rumor and were looking for its origin. There isn't any exceptional change to
the actual requirements at all and nothing concerning modifications of the
forms. These changes were mostly decided in order to adapt the old mpt rules
to the new "international" modem types on which country configuration can be
modified by selecting the country code stored in the IOS. Also, JATE
reminded me that, unlike what was declared on TREG, modem regulations are
decided by the ministry of Post and Telecommunications and, as a independant
agency, JATE doesn't have power to modify the regulations. I think this
answer was also confirmed by several other persons here, meeting JATE regularly.

Please let me know if you need more precise information about the changes
and new JATE announcements. There is nothing secret, the only prolblem is
that everything is written in Japanese in the JATE papers.
