I'm not sure why my email was sent without verbage. Here it is again.
When I said France was accepting TBR 21 what I meant to say was:
"A modem designed to pass TBR 21 approvals will also pass French approvals using B11-23A (also known as AFNOR Z81-123), if the return loss is at least 14 dB."
As far as I know France is not presently performing or accepting TBR 21 testing.
