According to literature I have...
Safety:  compliance with EN 60950 or UL 1950 will meet safety requirements for 
Indonesia...safety testing however, is not done as part of the approval 
process.  

EMC:  No EMC requirements at this time...certain to be in the future however.

Analog interface:  CCITT recommendations.

Also, in the 1995/96 BABT annual report there is a mention of an MoU between 
BABT and PT Telekom...you may want to contact BABT for details?

Performance and compliance data and certificates are to be submitted for 
approvals, however, performance testing is still conducted by an Indonesian 
Laboratory  (I don't know how the MoU may affect this.)
